New record management system selected for county registry of deeds

DOVER-FOXCROFT — Two weeks after five bids were opened for the record management system at the Piscataquis County Registry of Deeds, the proposal made by Info Quick Solutions Inc was approved by the county commissioners during an Oct. 16 meeting.

Register of Deeds Linda Smith said after much deliberation — including visiting other registries — and careful comparisons and considerations of the five proposals, “I recommend Info Quick Solutions Inc.”

The registry has used Conduent for more than 20 years and earlier in the fall county officials decided to go out to bid to see what options were available. Smith said all five bids came in lower than the current per document price of $4.25 being paid to Conduent.

The Info Quick Solutions Inc bid is $4.05 per document, with the department having an annual average of 7,000 documents.

Piscataquis County currently pays $500 a month from the website copy sale revenues with a 90/10 percent split. Info Quick Solutions Inc offers the website at no monthly cost, with revenue sharing at 75 percent to the county and 25 percent to the vendor.

“We needed one that is user-friendly and this a great system,” Smith said, as the main reason for recommending Info Quick Solutions Inc is the website will be easier to use than the current option.

Company software will allow the registry of deeds “to make a seamless transition allowing us to continue the process of recording and indexing documents in an accurate, efficient manner,” per a memo to the commissioners from Smith and Deputy Register Gail Clark. “The online website is the new face of the county registry for the majority of our customers. Our main reason for recommending (Info Quick Solutions Inc) is the user-friendly website which is very easy to use and similar to what we offer now, thus readily usable by most of our customers without extensive training. It is compatible on mobile devices, and has features which make it very efficient for both office staff and the professional title searchers who will rely on it daily.”

She said $7,000 would be saved over five years in documents costs. The website would result in saving $30,000 over a half decade.

“I want to thank Linda for all her hard work and I know she literally put several months of work into this,” Commissioners Chair James White said.

In other business, Piscataquis County Emergency Management Agency Director Tom Capraro said he and Rangeley Fire Chief Mike Bacon have worked to acquire a crash truck for use at airports in each of the two regions. The truck for Piscataquis County will be housed at the Greenville Municipal Airport, and “we can use it around the county,” Capraro said.

The two fully-equipped vehicles will come to Greenville and Rangeley from surplus at the Brunswick Naval Air Station. “We looked online and the trucks averaged around $280,000 and these were free,” Capraro said. “We got them both for free, the only stipulation is they have an airshow every two years and Greenville will have to take it down there.”
