FROM GROUND TO AIR — During the 2014 Piscataquis Heritage Hot Air Balloon Festival in Dover-Foxcroft, a balloon is inflated at the Piscataquis Valley Fairgrounds. This year’s event will be a hot air balloon rally, but organizers are looking to bring the full festival back in 2016.
